Call to Order
Determan officially called the meeting to order at 2:00 p.m.
 
Roll Call
Ferreira called the roll. All members were present.
 
Welcome and Introductions
Determan welcomed board members to the meeting. She then turned to Director Durham to provide an update from IEDA. Director Durham gave a brief update on the consolidation bill in the legislature; if the bill passes, this board will be dissolved. Director Durham thanked the Board for their service and talked about the future of community development funding and community engagement.
 
Approval of Minutes
MOTION: Kurovski moved to approve the May 3, 2023 Minutes. Rahe seconded and the motion carried unanimously.
MOTION: High moved to approve the September 28, 2023 Minutes. Kurovski seconded and the motion carried unanimously.
 
Arts Council Report
Schmitz gave a brief update regarding the Arts Council’s ongoing programs and efforts to support the arts, film, and media in Iowa. Schmitz also expressed his gratitude for the Board’s service.
 
Program Update
Berg provided an update on existing funding agreements, noting active Iowa Great Places grants. Berg also discussed future opportunities for community development funding and engagement and expressed his gratitude to the Board.
 
Board Update
Determan expressed pride in the Board’s accomplishments both large and small and thanked Berg and the rest of the staff for their work. Determan expressed a desire to continue helping communities, making Iowa a great place to live.
 
Board Discussion
Determan opened the discussion. Burnett expressed concern with increased costs for development.
Durham expressed hope that more funding will become available with recent tax changes. Burnett asked whether Hotel/Motel tax could be used to support creative placemaking. Durham said there have been discussions, and there is interest from other groups such as the tourism industry. Schmitz said the staff will update Board members about any changes from the legislature.
 
Public Comment
There were no comments from the members of the public in attendance.
 
Other Business
No other meeting will be scheduled at this time. Staff will follow up to approve minutes from the April meeting and schedule future meetings if needed.

MOTION: Wallace moved to adjourn. Rahe seconded and the motion carried unanimously.
Determan adjourned the meeting at approximately 2:35 p.m.
